Frode Forfang i UDI anbefaler et kvotesystem for mottak av flyktninger. Han setter imidlertid bjella på feil katt. Han nevner ikke hvilke land som bør inngå i en slik fordelingsordning. Beskyttelsesbehov er i dag den eneste grunnen til at en person blir definert som flyktning.

Det betyr at vedkommende søker trygghet. Trygghet finner men i et flertall av landene i verden. Som en konsekvens må flyktninger fordeles globalt og hele systemet må administreres av en global organisasjon, nemlig FN.
